FHIR Master Patient Index

This implementation Guide (IG) documents a FHIR-based Master Patient Index (MPI). This is based on work that will be implemented for the New York Department of Health and Mental Hygeine (NY DOHMH).

The IG provides three capabilities:

  • A comprehensive MPI query API.
  • A standardized interface to Patient Matching Algorithms.
  • A customizable bulk ingestion process.

MPI Query API

A server Capability Statement is provided that enables access to Master Patient Index (MPI) resources and supports a range of search parameters to enable selective access of the data via a range of search parameters. Access will be via a secure SMART-on-FHIR compliant authentication and authorization process.

Standardized Matching Algorithm Interface

The MPI solution detailed in this IG includes a specification for interfacing with Matching Algorithm software using a standardized interface specification.

Customizable Bulk Ingestion Pipelines

The Bulk data ingestion process enables multiple matching algorithms to be sequenced into a matching pipeline for enrichment of the MPI data store. Enabling multiple matching processes will reduce the requirement for Manual Review.
